The use of electronic resources is governed by the Copyright Law of the People's Republic of China and licensing agreements negotiated with publishers and vendors. Failure to observe the conditions will result in infringement of copyright and users will be liable for any damages resulting from such infringements.
● The authorized users of SZTU include students, faculty and staff, and other possibly authorized users.
● It's the responsibility of each user to ensure that his or her use of SZTU Library electronic resources is appropriate and comply with laws, policies and SZTU's regulations.
● The SZTU Library electronic resources refer to online official publications, including databases, electronic journals, electronic books and multimedia resources published by domestic or foreign publishers. These resources are acquired for trial use, or purchased by SZTU library, or authorized to the SZTU library for use without charge.
● In general, authorized users may access electronic resources for personal studies, educational, scholarly and research purposes. Each user shall comply with the licensing agreements, search, download and print a reasonable portion of the electronic resources at normal speed. Vendors and publishers of electronic resources have technological means to monitor, count, control and deny access if they suspect inappropriate use.
Prohibited actions generally include
● Use of “robots”“spiders”“crawlers”or other software designed to auto matically and systematically copy and download licensed resources.
● Systematic downloading and excessive downloading.
● Downloading articles by entire volume or issue one after another within a short time frame, or the complete collectionof an entire database.
● Distributing copyrighted resources to unauthorized users without permission or trade for illegal use.
● Sharing library logins and passwords with any unauthorized users.
● Other violations of law and policy, SZTU's rules and regulations.
Violation disposal:
● Violators will receive an investigation letter, which should be responded to the library with a written statement within three labour days.
● All the illegally downloaded electronic resources should be deleted under the supervision of the library and college/department staff.
● Depending on the circumstances, an access ban from all SZTU Library borrowing privileges for onemonth to half year will be placed on the violator.
● For serious violations, library will issue a public notice and file a warning letter with details to the respective college/department for record or any further action needed.
● Repeat violators (being caught more than once) ,will be forbidden from accessing all uses of SZTU Library, including enter the library, borrow, use any licensed electronic resources for eternity.Furthermore,library may consider taking repeat violators be subject to disciplinary action pursuant to SZTU's policies.
● Losses caused by the violation which jeopardize the SZTU's access to and use of any licensed electronic resources shall be compensated by the violator.
● Any violation of intellectual property rights is prohibited, SZTU reserves the right to take legal and disciplinary action against any violation.
SZTU Library reserves the right to explain this Policy.
